The article examines the methodological aspects of the analysis of the evolution of the forest management system in Russia. The historical approach is used. Also, the dialectical method, abstract-logical and evolutionary methods are the scientific tools for studying the evolution of forest management institutions. The use of these methods in the analysis of the evolution of the forest management system made it possible to identify, at the first stage, the key relationships that make up the system of forest use and the relationship between them, as well as the factors that determine these relations, the second - the main patterns and factors of selection of institutions in the field of forest management In the process of evolution. The key value is given, firstly, to the degree of limited resource, determined by its physical presence on the territory and its economic accessibility. Secondly, the quantity and quality of forest use entities entering into the distribution of limited resources. The degree of resource limitations and the composition of participants in these relations determine the development of forest use institutions. These factors are not exhaustive, completely determining the formation and functioning of the forest management system, but they are fundamental. At the same time, without canceling the effect of institutional factors (which are largely derived from the above) in the industry and the economy as a whole, general economic factors and trends.
