We investigate the effect of borderness on the social and economic development of regions in Russia and Finland. The concept of «borderness» is defined. The tools of new economic geography are employed to measure the compounds of peripherality and borderness. Three border regions in Russia are compared in terms of their peripherality and borderness. Policy recommendations are given for reducing peripherality and utilizing the borderness potential to enhance the region's economic environment.
