A tourist must become one of the key priorities in the economic development of the Russian regions. Despite a huge potential of Russia, the tourism market has being in a serious recession. Growing prices, the poor infrastructure, the poor assortment of relaxations, the complicated mechanism of a visa's giving out are factors having a negative sense for foreign tourists. In the financial-economical crisis, the State and the regional authorities have to solve problems concerning the effective anti-crisis regulation of the tourists' sphere. It is possible to develop various kinds of the tourism in regions having maximally equipped natural and cultural resources of the territories. At the present time, elaboration and solution of a problem concerning the image of regions has become more urgent.
