In this article, the author analyses the issues concerning the legal regulation of tourism at regional and municipal levels. He proposes to resolve problems using the experience of the Pskov Oblast by means of enactment of normative-legal acts at regional and local levels for organization of conditions for the tourism development in municipalities. The specific arrangements for organization of conditions are given as well.
