It is reasonable to pay an especial attention to the educational level of population and opportunity to usage of human capital with the aim to form a competitive tourist complex at the given territory. The requirements to specialists of the tourism sphere from the part of business have revealed a number of problems in the developed system of the professional training while search of possibilities of their overcoming has got importance as at level of the education management and the tourism development management as at level of the state policy among the priority directions of social and economic development of the country.
