The subject of the study in the article is the health status of the population in Russia and Finland. The objective of the work application of the ideology of the Global burden of disease (GBD) for the assessment of public (population) health in Russia and Finland and to determine the most promising programs in the field of health and demographic policy. The research methodology is based on the ideology of the project GBD and offers use of a measure lost years of healthy life (DALYs - Disability Adjusted Life Years), which is the most convenient to highlight the contribution of different causes of health losses in the overall value of such losses. The DALY index for a certain disease or health disorder is the sum of two values: DALY=YLL+YLD. An indicator of YLL (years of life lost) characterizes losses due to premature mortality, the second component, the index YLD (years lost due to disability) years of life lost due to disabilities (excluding deaths). The result of this work was to identify the main causes of loss of health and risk factors of various diseases in Russia and Finland. We defined possible directions for improving the health of our population on the basis of the Finnish experience in the implementation of social innovations in the field of public health. Special attention was paid to methods of reduction of a burden of noninfectious diseases by means of highly effective actions for prevention, early identification and timely treatment of diseases which can be held within primary health care. The significance of the results is determined was developed within the framework of the article the practical recommendations for overcoming the health and demographic crisis in Russia, but also the most problematic in Northern regions, among which include the Republic of Karelia.
