The aim of this study is to undertake comparative evaluation of medical and demographic situation in four areas: Russia, Finland, northwestern Federal district and the Republic of Karelia, as well as to consider social innovations in Regional Administration practice in Finland. As a data base we used data of Russian Federal State Statistics Service "Regions of Russia: socio-economic indicators" (publication from 2006 to 2015) and "Healthcare in Russia" (2007, 2009, 2011, 2013, 2015 publications). The European database "Health for all" was used to characterize the demographic and socio-economic development of Finland.
