Issues related to the problems and prospects of new approaches in Russian forest policy are discussed. We use forest legislation to approach the analysis of processes in the development of socio-economic relations in the forest sector over the years of market reforms on the basis of interest groups and pressure groups, as well as the problem of formation of an efficient owner in the forest sector of Karelian Republic.
